I have the honour to acknowledge the receipt
of your G.P.0. 2289/15 of the 8th. September, 1915, in regard to the correspondence of Mr. Alfred Richter of Canton and note tit
the General Post Office refuses to deliver Mr. Richter's mail on
the ground that he is carrying on the business of Messrs. Reuter
Brockelmann & Company, an enemy firm.
While I not prepared to admit that any rela-
-tions between Mr. Richter and the firm of Reuter, Brockelmann &
Company which may exist such as to justify your complaint necessa- -rily absolve your office from its obligations under postal con-
-ventions to neutral countries I shall be pleased to have the
facts involved that the actual situation may be understood and
investigation made as to Mr. Richter's relations with the firm
named.
I regret that this Consulate-General can ot
accept the decision of your office, resting upon whatever evidence
it may have as to un eutral business of Mr. Richter, as conelusive
but crust have the evidence itself as a basis for further dis-
-cussion.
Assuring you of my desire to meet the re-
-quirements of your government and service in this matter while
protecting the rights of neutrals.
